I tried the automatic overclock button in the menu you an see located in the middle right of the picture called genie oc II, and it only overclocked it too 3.7ghz. My motherboard BIOS (or UEFI if you want to be technical) is not giving me the option to manually change the ghz of my CPU. There's a chance that you wouldn't even need to add any voltage to maintain 4,0gHz overclock as it's the base clock for FX-8350 Not like you're going to instantly fry the board with that kind of an overclock, if all of the temperatures are kept within a safe margin then it could be a 24/7 setting (I'm talking CPU temp, VRM temps), but none of this is 100% certain. I believe that you can try bumping up the multiplier a little to achieve 4,0gHz, the board while having a poor power phase VRMs, has a radiator to keep them relatively cool, so maybe (unless you got a bad chip for overclocking), achieving 4 gHz is possible with the 212 Evo, I'd give it a shot.
